Subversion of JPC began soon after its formation

UPA-I which has been at the receiving end of public ire, Opposition attacks, a damaging CAG report and multiple adverse Supreme Court judgments – including one which cancelled 122 licences given illegally by former Telecom Minister, A Raja — was initially reluctant to constitute the JPC, when it was first demanded in the Winter Session of Parliament of 2010. This consumed the entire Winter Session. Mr. Raja was forced to resign in November 2010 and later arrested in February 2011. The JPC on 2G was announced immediately after, on February 22, 2011, by the Prime Minister.
