A country of two laws

It is unusual for any country to dilute its laws when it comes to crimes committed by foreign nationals on its soil. In recent years, India has done this frequently. Last week, two Italian marines accused of killing fishermen off the coast of Kerala returned to India. One of the conditions for their return was inapplicability of the death penalty in their case.
