Mulayam misfires

So, the Samajwadi Party won't ditch the UPA. Finance minister P Chidambaram's praise for the Akhilesh Yadav-run UP government and reference to Mulayam Singh as "Netaji" possibly ensured that for now. But was Mulayam just being sarcastic last week when comparing state governments to lowly revenue officials and New Delhi to an all-powerful "collector"? If yes, it's unclear why he told party workers to prepare for early general elections and help boost his national image.
