Partial decontrol of sugar is a belated first step

The government has taken the first step towards sugar decontrol by giving freedom to sugar millers to sell their output in the open market for two years, doing away with the present system of requiring mills to sell 10 per cent of their production to the government for the public distribution system at subsidised prices. The removal of the "sugar levy" for two years appears to be geared towards reducing opposition by state governments to the reform.
