Utter lack of transparency in coal allocations leads to power blackouts and corruption
The finding of the parliamentary standing committee that all coal blocks allocated between 1993 and 2008 were unauthorised, is broadly in line with the earlier CAG report which also highlighted lack of transparency in coal allocations. The government, which had arbitrarily allocated coal mines, has however notified new rules under the Mine and Minerals (Development) and Regulation Act 2010, to allow competitive bidding for coal mines early last year.
