Government shouldn’t be handing out tablets in place of education

While busying itself in the politically pleasing exercise of distributing laptops among students, the UP government has neglected to properly budget for their annual exams. In classes I through VIII at government schools, teachers have been told to write the questions on blackboards and students told to bring answer sheets from home! Because the Right to Education Act doesn't permit failing any child through classes I-VIII anyway, annual exams are no longer mandatory.
