Problem is in New Delhi, not in Beijing

China is busy these days, busy in provoking its neighbours. It is squabbling with Japan over Senkaku Islands, with the Philippines over Scarborough Shoals, with Vietnam over the Paracel Islands, and even with Malaysia and Brunei.
