Govt shielding PMO from Coalgate probe?

Does the government's stonewalling of the CBI's efforts to quiz former coal secretary H C Gupta aim to prevent the agency from fixing responsibility at the highest level for irregularities behind Coalgate? The Comptroller and Auditor General's (CAG) report on coal block allocations, which is based on exhaustive documentary evidence, has at several places in the report put on record Gupta's attempt to auction the captive coal blocks that was overruled by the Prime Minister's Office. The PM was then in-charge of the coal portfolio.
