In Kashmir Valley, Rahul Gandhi ducks AFSPA

Rahul Gandhi Saturday visited Kashmir for the third time in less than two years but refused to engage with sensitive political questions. The Congress vice president ducked queries on the controversial Armed Forces Special Powers Act, saying the issue was being discussed by Prime Minister Manmohan Singh and Chief Minister Omar Abdullah.
