When Mr Ghulam Nabi Azad became the Union Minister for Health and Family Welfare in the UPA2 regime, he promised the revival of three closed vaccine manufacturing public sector units. These plants were shut down by his predecessor, Mr Anbumani Ramadoss, on the ground that they had not been following internationally accepted manufacturing practices. The controversial decision had been flayed by critics as a deliberate attempt by Mr Ramadoss to benefit private manufacturers who now have the vast vaccine market in the country all to themselves.
