Giveaways wreck states' fincnces

The Supreme Court has criticised, without taking any action, the practice of freebies and sops being announced by political parties before elections. The law empowers the Election Commission at the Centre, and its counterparts in each state, to act against individual candidates who are caught trying to buy votes with gifts or cash.
