AP Houses have to express views on Telangana: expert

As the paperwork relating to the formation of Telangana as the 29th State of India is set to begin in the next few days, the Constitution requires the Andhra Pradesh Legislative Assembly and Legislative Council to express their views in this regard. According to former Secretary General of Lok Sabha and constitutional expert P.D.T. Achary, the Bill for creation of a new State should be placed before Parliament under Article 3 of the Constitution of India, 1949.
