History repeats itself, says former foreign secy

"AS someone has said, history repeats itself, first as a tragedy and then as a farce,'' said former Foreign Secretary A P Venkateswaran on Saturday, with reference to Rahul Gandhi's public criticism of the ordinance. Venkateswaran resigned from his post in January 1987 after he was snubbed by then Prime Minister Rajiv Gandhi.
