29,000 ghosts on Omar govt's payroll

The Jammu and Kashmir government has no clue about 29,000 people who are supposedly state employees. It doesn't know who recruited them, what their names are, or how various departments have been paying them. For the past year, the government has been seeking information about these 'ghost' employees from various departments, which have so far failed to provide the details.
