Congress vice-president Rahul Gandhi triggered a spat with both the BJP and SP on Thursday claiming intelligence agencies in Pakistan were in touch with riot victims in Muzaffarnagar to ensnare them into terrorism during an election rally in Indore, Madhya Pradesh.
