History is why China is provocative

The Economist restates a truism often applied to Rajiv Gandhi post Bofors — that the “more embattled a leader is at home, the brighter the lure of foreign horizons.” The magazine refers to the recent peregrinations of Prime Minister Manmohan Singh, topping a trip to Indonesia and Brunei for the Asean and East Asia Summits, with one to Russia and China.
