Indian Mujahideen's (IM) Pakistan-based leader Riyaz Bhatkal looked to tap an al-Qaida connection to access an arms manufacturing base in a remote area of Thailand and is closer to the Afghan Taliban, than the Tehrik-e-Taliban Pakistan (TTP) as the latter had fallen out with the ISI.
