EC's overreach

Can an election campaign be entirely sanitised, so that no offence is caused to anyone and all political communication conforms to artificially laid down bureaucratic norms? Generally speaking, the Election Commission of India has done the country proud. It has steadily reduced, over the years, malpractices such as booth capturing, bogus voting and electoral fraud. It has improved conduct of elections to the point where very few seriously doubt their fundamental fairness, even in insurgency-hit regions.
