For a new fiscal architecture

The final budget of the second Manmohan Singh government was presented by finance minister P. Chidambaram on Monday. The fact that this was an interim budget before Indian voters select a new government was perhaps one reason why Chidambaram also tried to indulge in some bipartisan musings during the course of his speech in Parliament.
