Seriously flawed telecom norms

The department of telecommunications' guidelines for mergers and acquisitions in telecom suffer from a number of defects. It is difficult to see consolidation happening on any major scale till these deficiencies are removed. Therefore, the Cabinet should hold off clearing the merger norms till these deficiencies are removed.
