IEO: Tracing the money trail of the government

For more than a decade now, India has seen a dramatic rise in government expenditure on mega welfare schemes and plans. Ranging from employment guarantee to healthcare to education, virtually no area of the social sector has remained untouched from the government’s munificent hand. It has a black-hole like quality. The link between spending and outcomes is naturally weak in a diverse country. More troubling, however, is the government’s own understanding of how well or poorly its plans are faring.
