Let state do initial spadework in PPP

The Centre needs to rethink public-private partnership (PPP) in highway projects such that initial spadework and the garnering of statutory approvals is done by the government, prior to inviting bids. Otherwise, the sheer uncertainty over environmental, forest and other clearances would not just hugely delay projects, but also needlessly escalate costs and, indeed, make entire projects unviable.
