Making a new middle class in India

Speaking at a recent election rally in Kishanganj, Bihar, Congress leader Rahul Gandhisaid India has a class that was above the poverty line but one that had an income below the middle class. He did not specify the poverty line that he had in mind ($1.25 or $2 per day in purchasing power parity (PPP) terms, the comparable international poverty lines) but simply said the Congress would bring 700 million citizens into the ranks of the middle class in the next five years.
