Halfway through the polls, we look at what the election manifestos of the Congress and BJP tell us on rural versus-urban development. The BJP's manifesto looks at urbanisation as an opportunity rather than threat, and envisages the creation of 100 new cities, building on the concepts of twin cities, satellite towns and sanitation.
