Quiet diplomacy, loud undercurrents

I was in Malaysia when Prime Minister Narendra Modi arrived on February 7,on an official visit which lasted less than 24 hours and contained no extraordinary fanfare or excitement. Instead, several NGOs led by an independent preacher, Zamri Vinoth, had planned a rally timed with his arrival to protest against the illegal construction of Hindu temples.
