It is a measure of the bankruptcy in the planning process of regional electricity undertakings that a State utility, and a bleeding one at that, such as the Uttar Pradesh Power Corporation (UPPCL) entered into a one-year pact with a private generator in Gujarat to buy 600 MW of power at around Rs 4.70 a unit.
