Indecision has become hallmark of UPA-II

If UPA-II has become a synonym for administrative paralysis, it has no one else but its own leadership to blame. This is reflected in half-a-dozen secretary-level posts lying vacant at the Centre. As a result, such ministries and departments as health, information and broadcasting, panchayati raj, IT, public enterprises and drinking water are today headless wonders. By the end of this month, three more secretaries will retire.
