Pleasing everybody when policymaking is never easy. But the government's new telecom policy draft comes close. That's because it's big on vision. telecom is viewed as the means to create "One Nation", with inter-state borders becoming irrelevant for service delivery. The main focus is on consumers - as it should be - in terms of what's on offer. As also in the insistence that spectrum-linked revenue maximisation is secondary to the goal of building pan-India connectivity. It's good the government has refused to succumb to pressure from sections that support bidding-based revenue generation even at the risk of making mobile telephony unaffordable for ordinary people.
