Results of by-elections are almost always passed by. Thus under normal circumstances the outcome of the by-elections announced on Monday would not have turned a political hair. This is so because of two reasons. One, by-elections are influenced by local factors and therefore their results seldom, if ever, have any bearing on wider national political trends. Second, in elections of this kind, incumbent political parties tend to retain their seats.
