Emulate Uttarakhand model in other states

By passing an effective Lokayukta Bill, the State Assembly of the BJP-ruled Uttarakhand has set an example of what an effective anti-corruption law should be like. The Bill, which has been approved by the state governor within two days of its passage, brings the chief minister and all members of his council of ministers, government servants, including IAS and IPS officers and lower judiciary within the purview of the state Lokayukta and has been praised by Team Anna as a model legislation. Its passage has now put the Centre in a Catch-22 situation. If it now brings a weaker Lokpal Bill in the Winter Session of Parliament, it will find itself in an indefensible position.
