Divide and rule

The Election Commission has announced dates for assembly elections across five states, in what will clearly be a bellwether poll for assessing the state of political opinion in the country. Out of the five states, the most critical election from the point of view of national politics will be the UP polls. And not by accident, just before the poll announcement, the UPA proposed what it thinks will be Congress's winning trick in UP: a 4.5% sub-quota for minorities within the existing OBC quota.
