Quotas and sub-quotas

When quotas do not do the trick, plunge head first into sub-quotas. Eyes closed, of course. If it were not dangerous, there would be a combination of poor comedy and monotony in the United Progressive Alliance government’s decision to pinch out a sub-quota of 4.5 per cent for minorities from the existent 27 per cent quota for other backward classes.
